GTA: San Andres Question (PS2?

ok well im like locked in one town.. and there are like obstructions on the bridges.. and i cant go like to the dessert-like part in the north cuz the police try to kill me.. and then if i die then like.. i appear all the way back in the south? how come that onlly happens in the north? i was able to go to like the west side and if i die i appera in a hospital in that are.. not back where i started? how do i make the readblock things go away? and how can i get thje police to stop chasing me when i go up therre... and hwo can i make fast money.. bsides by making cars fly.. take off in one do tricks in the air liek flips and stuff and then just touch the floor...?
