If a man watches a girl getting d/beaten up/touched by a gang of men, is it obligatory on the man to fight?

A true man would step in no matter what. And call the police too. But don't jsut watch or ignore it. and I don't think it is obligatory for women to step in though they should call the police...Most men are just physically stronger then women.. it's a fact.
