When Obama make speeches on immigration, why doesnt he distinguish between legal and illegal?

It's simple really, more people voting for him. It's all he can depend on right now I ume, after telling us he would do this do that but nothing really happened. Then in his term sky rocketing the debt. So the illegals are his only hope right now. Any man with a brain who knows that if their going down the hill they will do whatever it takes to rise right back up.
