How do I approach the neighbor about spaying her cat?

i would just bring up the fact that theres a low cost spay and neuter place and give her the number tell her how cheap it is and find one in your area so u can Tell her. call different vets and shelter to find out. if that don't work call animal control and tell them about how many litters the cats having they will probably get it for her for free
