Need level 30 up strong electric type in Soul Silver?

I am really needing a strong electric type, I've got a level 25 Swinub and Poliwhirl. I can try to get any HG users a SS exclusive pokemon (I'll hatch from egg and trade untouched). Also, none from the Magneton family please, I already have a steel pokemon on my team, and i need to cover as many weaknesses as possible.
